Group Manager Rosier HSEQ


Rosier Group, located in Sas van Gent (NL) and in Moustier (BE), is a producer of fertilizers and is part of the fertilizer branch of the Austrian Borealis AG. The two production plants have more than 200 employees specialized in the production of fertilizers, "tailored" for the customer. The products are sold through agricultural cooperatives and fertilizer trade around the world.

 
We are currently looking for a:

Group Manager Rosier HSEQ

 

Role Purpose: 
Ensures excellent process performance within the area of responsibility based on best practice sharing, driving implementation, audit and continuous improvement, coaching of the HSE team and respective line managers.

As member of the Local mgmt. team and Global HSE leadership team defines the strategic action plan to assure implementation of Operations & Business strategy within their respective area of responsibility.


Contribution:

C1. Area of responsibility

• Defines HSEQ plan and target setting supporting the overall Borealis HSE strategy
• Responsible for continuous improvement of all HSE processes
• Identifies and defines performance targets based on benchmarking, best practice sharing and strategic requirements
• Actively supports KPI achievement through steering, coaching and follow up of the HSE team and line management
• Assures that best practice and lessons are shared and implemented in order to guarantee overall effectiveness
• Drives continuous improvement projects based on The Borealis Way methodology in order to assure sustainable improvements
• Develops and maintains management systems
• Assures anticipation of upcoming legislation via an active external network
• Raises awareness and increases knowledge sharing in the area of expertise throughout Rosier
• Defines gaps versus best practices and provides expertise to mitigate the impact of risks on people, property, products, the company and the community
• Develops and/or recommends standards that are used throughout the company, meeting the legal requirements and in line with the best industry practices
• Identifies and initiates training of skills and competences in the organization
• Reports incidents and prioritizes efforts to prevent re-occurrence
• Screens the Group investments list, prioritizes, and assures proper implementation 
• Responsible for internal quality systems (ISO 9001 -14001 - OSIAS)

C2. People

• Recruitment and competence development of direct reports in order to assure expertise is available on Rosier group level
• Manages the annual people calendar (performance management, people day, people survey) in a professional way in order to assure a competent and motivated workforce
• Drives competence development of HSE team in order to assure that at any time the required competence and manning is  available to handle the HSE targets in an excellent way
• Drives a proactive best practice sharing  and lessons learned to assure good operational excellence in the area of HSE

C3. Customer

• Ensures integration of customer perspective into HSE system and processes (i.e. avoid disturbances in deliveries to customers, by disturbances in production etc. caused by inadequate HSE performance)

C4. Interfaces

• Networks with the specialists from the locations and external contacts/experts to be alert to relevant developments and identify best practice solutions to local and common issues
• Ensures cross-organisational alignment
• Ensures that relevant information and observations from the “front line” are fed upwards and vice versa
• Networks externally with relevant parties (Authorities, Insurers, Stakeholders …) to ensure incorporation of external  developments into the strategy.


Skills:

S1. Education

• Master’s degree from acknowledged university or equivalent
• Mastery of English at business level
• Minimum basis level of French language

S2. Experience

• Minimum of 10 years’ experience in manufacturing environment 
• Experience and proven skills in incident investigation and audits
• Ability to work with multi-cultural teams in international environment
• Experienced in HSE systems and processes
• Demonstrated ability to manage change processes

S3. People

• Recognised for having excellent people skills, good team player and good change manager and create winning team culture
• Recognized for being a communicator, dialogue engaging, inspiring and motivating and setting direction for others

Additional Information:
Product stewardship works very close to our different business units and Innotech in order to guarantee that we will comply at any time with global legislation related to our products and their final use to production of final consumer goods.
Process Safety requires involvement in investment and turnaround projects.
